In Los Angeles on March 19, Secretary Baker stated troops in Siberia will be withdrawn in the spring as weather conditions allow. He refused to confirm whether the move is due to work completed or lack of progress. Baker and Chief of Staff MacArthur arrived in San Francisco and planned a brief stay before departing for San Diego.
Paris reporters say a minor tempest over the league of nations in the peace treaty has subsided.
