The body of Gen. Renj Harrison lies in state in Indianapolis after arrival of the casket from his residence. Crowds view the former president feel, with President McKinley expected tomorrow morning, and a day of solemn observances planned by officials and citizens.
The Commons debated friction between Russia and Britain last night. Lord Geo under secretary said Russia claimed lands under an agreement with China since the Boxer upheaval. He noted mospe tions to the British com had been considered necessary.
Fraternal Association Council 116 met in regular session on an evening with business and merriment. The gathering featured the introduction of a new team which drew interest from members and guests.
William Wrank Thomas and J. Conglan were arrested this morning by Patrolman Looker on a charge of petit theft. They entered the clothing of J Krochowes at 7160 Waeh street and stole several pairs. Krochowes witnessed the theft and followed the suspects, identifying them to the officer.
Judge Bal l of the United States court threw out the famous timber case Gibbs v. Washington Red Cedar Manufacturers' association. Gibbs sought 21000 dollars after a declaration against him. The light tender Columbia arrived with Maj. Langfitt U S engineer corps en route to Portland. Langfitt has been testing a lighthouse site at Portland.
Capt Richardson of the Columbine notes a potential move of Admiralty head to Partridge point. China certificate rules bar reentry for lost documents in Washington. At Port Townsend two minor earthquakes were felt. In Astoria, Hercules and Mascot collided in fog with no injuries and light damage. Columbia River rises rapidly as snow melts.
Washington dispatches report U S forces ordered to evacuate China. General Corbin instructed General Chaffee to complete sailing arrangements for April. A legation guard of 18 infantry remains, as transports Sumner and Indiana head to Taku to carry troops to Manila.
The North Seattle Commercial Club requests the city council to act on using Cedar River water surplus to fund and operate an electric light plant. The March 7 meeting in North Seattle endorsed constructing a city lighting plant, urging favorable council action.
City water will be off all day Sunday in the district along First avenue South between Yester way and Main Street and on Washington street from Occidental avenue to Railroad avenue due to mains changing. Louis March 16 Andrew Carnegie has offered St. Louis one million dollars for a new public library building on condition the city provides maintenance. With plans in progress and funds available the proposal stands a strong chance of acceptance.

Boston March 14 Fire gutted the upper stories of the Advertiser and Journal building killing three proof readers Chas Richardson Judson Craft and Walter Luscomb and injuring one others The flames spread from the press room up the elevator shaft to the top floor where eighteen compositors and proof readers worked They escaped via windows to the roof and skylight Three proof readers suffocated before reaching safety as the fire department haled the blaze to two top floors and basement Estimated damage 150000 with little insurance origin of fire unknown
Paris reports a Castellane Rodaye duel at 3 pm with Rodaye wounded and Castellane unhurt. Modayes wounded in thigh. Count Boni left the field in good spirits. The incident follows accusations of treachery linked to the Figaro editor, with many sensational details and anticipated further duels.
A new pontoon will be installed at the Ferry building on the West Beattle side next week, with no ferry teams taken over until work finishes. A Seattle Law and Order League communication was filed with Mayor Humes stating public gambit was in operation and that the 1 o clock closing ordinance was not enforced. It asserts saloonkeepers violate the aside entrance ordinance and urges the chief of police to enforce city ordinances. Signed by J. W. Efaw and others.
The city council last night discussed salt water mains to serve fire protection. Councilman Rude led the plan with Parry Crichton and Rude on a sub committee. Hydraulic engineers estimate costs of $1.70 per foot in paved streets and $1.26 in others. Salt water outruns fresh water for extinguishing flames and a fire boat could fill the system, delivering 6,000 gallons per minute. The plan suggests eight inch mains from the waterfront toward Union street, laid every three blocks from the manufacturing district edge.
