The United States and Spain signed a commercial agreement in Washington on March 8. Spain will ship supplies greatly needed by Pershing's army, easing the current shipping strain. Negotiations had been ongoing for some time.

Washington March 8 Many special calls of drafted men will be made in the next months to fill army needs in France and the United States. About 400 branches of industry will be involved with most calls small, ranging 10 to 1000 men each. A majority will come under the first draft quota, some under the second. Plans call for state or local calls rather than nationwide, with one trade in a section supplying the entire quota unless very large.
In Madrid on March 8 the Spanish cabinet resigned marking the second such move in a week after the February 28 departure. Narva bombardment began Sunday and continued Monday, with German occupation achieved Monday afternoon.
A dispatch from Berne reports the Austrian minister of war told the Reichstag that Austrian troops have been sent to France to join the fight on the western front. He declined to provide the number of troops deployed.
Washington March 8 The House approved a Senate action authorizing the secretary of war to grant leaves for soldiers now in the army to work on farms during planting and busy seasons.
Boston March 8 Geo Von L Meyer former secretary of the navy and postmaster general is in serious condition after a relapse from a liver tumor. He has suffered for several weeks.
Chehalis notes show Oscar Main testifying to alibi details and denying statements after the murder of Fred Swayne. Witnesses challenged Hodge’s identification and time frames. Mrs Main and Mrs Swayne described the couple’s relations amid a packed courtroom as the trial nears a verdict.
Melba’s Saturday performance at the Hippodrome is nearly sold out with seats in high demand. J. W. Sayre, manager, says the venue was chosen because prior appearances exceeded theatre capacity and drew large crowds.

Frank P Walsh a board member said Government backing is claimed for the program on President Wilsons stance and federal arbiters decisions since the war began. He argued proper hours ensure maximum output and economic stability.
