Dispatch from St. Petersburg reports dire military disarray and panic in Russia as naval losses collapse transport. Transsiberian rail lines lack rolling stock, food is scarce, and Port Arthur’s role as a strategic hub erodes. Public morale shifts from disgust to grave apprehension over state inefficiency and risk of broader conflicts.
Shanghai dispatch describes Vladivostok in panic as war began. Lippe, an American farrier, says 7200 troops are garrisoned with four months’ provisioning. Telegraphs blocked, trains emptied, civilians bid for tickets, and bridges targeted by Japanese saboteurs.
General Dragomiroff, former governor general of Kiev and noted Russian military expert, has been summoned to St. Petersburg by the czar to advise on war conduct and campaign plans. He has criticized Admiral Alexieff and argued for retreat from Port Arthur to avoid encirclement.
Dispatches from St Petersburg say Admiral Stark’s ships failed to locate the enemy off Port Arthur on February 28 to March 1. Patrols near Pingyang report Japanese fortifications and a force likely over 1,000. Korean troops also moved toward southern Manchuria as heavy snow falls affect the region.
An unconfirmed report from Yinkow says bands attacked a Russian port west of Hayeng, with severe fighting and heavy casualties on both sides. Tommy San Howard the Indian convicted of the murder of General Spot's wife has received a 20 year sentence from the supreme court confirming the superior court's decision. His supporters say they will seek federal retrial. The City of Puebla sails March 9 for San Francisco with full passenger list and cargo. Humboldt, now operated by Pacific Coast Steamship, sails March 10 to the North.
