Shantung Provision Talked by Senator Robinson

Washington July 24 Senator Robinson Ark ansas analyzed the Shantung provision of the peace treaty in a senate speech. He said Japan controls only 400 square miles of Shantung and would govern 166000 Chinese of 40000000. He argued China did not surrender sovereign rights and that Germany took Kiao Chau. He cited promises to return Shantung to China under conditions and defended Japan against senate critics. He noted Shantung is a region slightly larger than Iowa or Wisconsin and urged that wartime treaties may be temporary and not abrogate peace agreements with China.
