The council rushed an ordinance permitting beer sales on Mardi Gras grounds, granting a license the same day as introduction and outside saloon limits. Critics say the measure breaches three charter provisions and endangers minors, urging a boycott to protect families.
Frank Clancy and W H Weaver push a permit to sell intoxicants at the Mardi Gras carnival grounds on Third Avenue and Jefferson Street. The council, voting 10 to 2, approves after a heated, late hour session despite claims of irregular procedure and concerns about youth exposure to liquor.
The Peninsular and Oriental steamship Malacca seized in the Red Sea by the Russian cruiser Petersburg has arrived at Suez flying the Russian flag and crewed by Russians. A British consul refused entry to the vessel while in port.
In the House of Commons General Laurie questioned foreign affairs about Russian forces stopping British ships at sea. Earl Percy said plans are not complete and he could not answer. Constantinople reports the porte allows two more Russian volunteer cruisers to pass the Dardanelles.

In Chicago on July 19 the third day of extreme heat caused six deaths and twenty prostrations. Despite a 92 degree high, lower than Sunday's record, the heat remained widespread across the Middle West and East with many reports of exhaustion and illness in cities from coast to coast.
Five deaths occurred from the heat in Pittsburg and two in Omaha after prostrations. Detroit saw many prostrations with one death while Cleveland reported one death and four serious cases. Milwaukee continued to roast as two people remained at death’s door from heat exposure.
Olympia July 19 Care ence Harmer aged 16 was shot in the groin and dangerously wounded at Rainier last night by a young Italian. He nearly bled to death before a surgeon arrived from this city. No arrests have been made as the shooting is believed accidental.
Martha Sabin, a Chicago diamond thief, skipped out of Stockton California this morning with over $6,000 in diamonds and jewelry. Some believe she may have died by her own hand after the escape.
