The Star notes a police-suppressed radical meeting ends in a riot with handfuls of protesters. It defends free spouting unless sedition or anarchy appears and urges federal action to curb treason and sabotage.
Thirteen men held without bail after Sunday clash at Fourth Ave and Virginia St. crowd of about 2,000 to 5,000 heard speakers denounce American democracy and urge strikes to halt troops in Siberia. Police captains and officers fought a leader as crowds cheered red flags. Several workers and immigrants among those arrested, including Russians, Austrians, Germans, Swedes, and Italians, with one speaker under deportation.
In Olympia the Washington senate unanimously approves a resolution for federal prohibition ratification amid pledges to open sessions. The house elects Fred Adams of Spokane as speaker and factions vie over rules committee power as partisan battles loom in the opening session.
President Wilson asked Congress to appropriate 60 million for relief food in Europe outside Germany. In a Paris cable he urged Representative Shelley and Senator Martin to press passage of the bill, saying food is the key to ending famine and unrest that cannot be stopped by force.
The American Labor Party of New York formed by the Central Labor Union representing 300000 workers adopts a platform opposing war without a public vote and calling for a 44 hour week, free speech press and assembly, free college training, and better conditions for women workers.
John Fitzpatrick announces labor party support for his mayoral bid as contributions from affiliated workers are welcomed. The party, formed last Sunday, drew about 400 labor men to an enthusiastic gathering in Chicago.
In San Francisco a German officer's wife seeks divorce to repatriate. She says her apartment walls were pried open during two years as U S agents investigated Wilhelm Von Brincken, whom she once believed innocent. She registered as an enemy alien and laments life without country. Von Brincken was a former military attache at the German consulate and was later arrested with Consul Bepp and others during a government spy cleanup.
Washington January 13. The furor over resignations in Wilson administration continues after Attorney General Gregory announced he will quit March 4. The move follows McAdoo retirement and his handling of pecuniary duties. Rumors swirl that Redfield may leave the Commerce Department. Gresham is mentioned as Gregory’s possible successor.
The city and the traction company face a superior court hearing to test the bonds legality. F A Twiehell seeks to restrain bond issuance of 15 000 000 to buy traction lines, arguing ordinances are illegal and debt near the constitutional limit. Attorneys Danworth Todd Howe Howe represents the company, while Meter represents the city.
The National War Labor Board resumed hearings to settle the dispute between boat owners and 16 000 marine workers that tied up New York Harbor for three days. Boat owners objected to Flasil M Manly and other labor officials attending the hearing, but those officials were to be present.
Taft of the war labor board said a four member committee would meet later to hear evidence in the wages and hours dispute between New York harbor boat owners and marine workers amid the dock strike.
A German paper praising the American occupation forces says the generosity of the Americans is spoiling German children. The piece appears in a London via Germany report dated January 13.
The house approved the rivers and harbors bill carrying 27 million dollars in appropriations by a 228 to 91 vote. The measure now goes to the senate with little change as republican attempts to amend or strip features largely failed.

Mrs Mabel Kinsella wife of a local case waiter testifies in divorce proceedings that she was confined to a 30 cent daily allowance. She says she earned 16 dollars recently and her husband Edward Minday took the money and beat her. The case continues Monday.
Dispatches report Grand Duchess Marie of Luxembourg ready to renounce the throne amid a Luxembourg revolt. She is said to be a refugee near her capital with unconfirmed reports of abdication. A republic is proclaimed by revolutionists as the chamber and clerical faction clash.
London reports the Hungarian cabinet has resigned and a new socialistic cabinet is expected. Bolsheviks plan a large mass meeting. No disorder has occurred yet, but troops stand ready. The allied food mission has moved to Vienna.
London dispatch reports forty thousand troops supporting the government. The same report notes the government planned twenty eight mass meetings in the city yesterday. Berlin dispatch adds that about thirteen hundred troops have been killed in the past week of fighting.
Diver Jacobson contests the British Columbia Salvage claim that the Princess Sophia wreck in Alaska waters broke in two. He says the vessel rests on an even keel and could be raised. The report also notes a Europe-wide political upheaval with violence and killings in Berlin and Stuttgart.
Police in Buenos Aires announced the discovery of a Soviet-leaning group with a president minister of war and police among those arrested, plus two other officials. They claim bomb plotters used hand pumps of dynamite and that Bolshevik agents funded and armed the movement as unrest spread. tram services halted and guards protected key streets amid nervous patrols.
Paris dispatch reports the inter allied superior council regards the league as an established fact with leaders Clemenceau Lloyd George and Orlando pledging support to Wilson. French objections focus on economic penalties for Germany and timing of Germany’s inclusion. Bourgeois backs neutral admissions and conditional German participation.
The state department forwarded the British peace proposal on Russian hostilities to the American peace delegation. President and delegates will decide whether to present Bolshevik and Slav views at the conference. French foreign minister M. Pichon reportedly rejected the British plan as inviting Bolshevik delegates. The government has taken no position and claims no knowledge of red delegates being included.
Paris January 13 delegates from the United States Britain Italy and France planned to settle questions on extending the armistice and outline a program for the peace congress. The issue to be disposed before January 17 when armistice commissions meet at Treves. Talks noted possible partial lifting of the blockade as part of prolonging the armistice. Participants included President Wilson Secretary Lansing Clemenceau Pichon Lloyd George Balfour Orlando Sonnino and their secretaries.
Flour prices in San Francisco dropped 24 cents a barrel on January 13 as supply markets shifted. Local traders noted lighter demand while mills adjusted output to current market levels.
In Paris on January 13 sources say an Allied commission to examine the situation in Russia was discussed. British support for the probe was noted with possible American members named, including Taft and Elihu Root. Washington reports show Senator Hiram Johnson pushing a resolution to withdraw the United States from Russia, with a Senate vote planned later in the week.
Polish pianist Ignace Paderewski was slightly wounded when gunfire struck his hotel room in Warsaw. A Warsaw dispatch says twenty Bolsheviks were arrested in connection with the shooting. Earlier, German authorities tried to bar his passage to Posen and, later, German assailants fired on a marching parade in his honor, killing two children and wounding others.
Belgian deputies returning from inspecting battlefields propose forcing Germany to cede a zone equal in area to Belgium. The plan stems from the devastation and seeks redress for damage.
Stockholm dispatch says the Serbian minister reports that Serbians Croatians and Slavians in Austria Hungary will unite with Serbia and that a single government will be formed by Serbia and Montenegro.
