Governor Ernest Lister proposes expanding the state public service commission's powers to regulate municipally owned utilities including Seattle's water department and light plant. The move challenges home rule advocates who sought city regulation of private utilities within city limits.
War dispatches report heavy German losses as forces repulsed north of Beausejour and along the Nida and Rawka rivers. Berlin claims French repulsed near Cernay while 3,500 French were reported captured in Argonne. Refugees in London deny Brussels blaze reports.

In Olympia Washington January 12 lawmakers pursue changes to the mothers pension law with a repeal bill. Other measures include ending second choice voting and funding for a state powder factory with a revolving $500000 fund. In the house little progress as Zednick seeks a single board of regents while Sima blocks immediate action.
The Star invites readers to submit letters on whether wives earn wages with a prize of 25 dollars for the best husband or wife letter. Winners will be printed, and photographed moving pictures will be taken of the winner and spouse. The film Runaway Jane opens at the Colonial on Sunday with the new feature.
Judge Burke, atop the Burke building, says the main issue in Second avenue rent is the ground and building owners. He notes real landlords are generally reasonable, while leasehold landlords who run cheap, high‑renting buildings are harder to reach. He plans to avoid such leases, hoping few will be signed in the future. The Star praised for raising the question.

Kelso Washington January 12. George F Campbell retiring Cowlitz County auditor is charged with embezzling seven to eight hundred dollars. He has disappeared and a county warrant is out for his arrest.
In Washington on January 12 the House began a six hour debate on the Mondell resolution proposing a constitutional amendment for national woman suffrage. Nearly 200 representatives planned to discuss the issue with Mondell leading in support and Taylor of Colorado and Volstead of Minnesota as principal backers. Henry of Texas and Webb of North Carolina were slated to oppose.
The Star reports a Jersey City girl saved from a Chinatown tenement after being lured for presumed employment. A parallel letter from a Sedro-Woolley resident describes near entrapment into prostitution in a distant city, including details of a young girl seeking her first job and an ominous encounter on a train with a well dressed man.
The Star reports Morgan offered to supply a list of drug sale sites and personal cards to aid police in breaking up the drug traffic. He proposed no pay until a case was made and claimed the source of supply lay with a large drug firm. Morgan was arrested as a disorderly person and jailed in the stockade.
A Unitarian minister Rev. James Morrison Darnell faces church officials across four states over alleged marriages. Darnell claims a 16 year old Ruth Soper was a common law wife in Avon NL and denies paternity of her five month old child. Ruth had lived in Kenosha with Darnell who introduced her as his wife there.
New York January 12 The grand jury resumes its investigation of Ida Walters Rogers accused of killing her two children by bichloride poisoning after she swallowed poison herself. She says she wanted to die as Larry Elton Rogers Deserted her. if indicted her pregnancy may influence the case as she awaits a third child.
Olympia today approved a plan to shorten peak period traffic to one hour in Seattle streetcar service. Overloads will be limited to 25 percent, with worst offenders West Seattle Green Lake Kinnear Park and Mt. Baker lines named. If a car seats 40 passengers, only 10 may ride during rush hours, with the order effective within days and subject to modification.
