London dispatches report Berlin under martial law as government forces seize public buildings and isolate Spartacan headquarters. Reinforcements flood in while insurgents lose ground. water and power cut, driving outages in the city. The government vows 80,000 troops at key points as new clashes unfold in Essen Dresden Dortmund.
Washington reports no intent to send US forces to Berlin. Officials cite risk of international trouble from intervention and note propaganda favors occupation but doubt success of Liebknecht and Spartacus groups. If Spartacus gains power, indemnities may be refused, and force could be used to confront them.
