The proposed amendment to provide for the election of senators was rejected by a margin of four votes. Supporters had argued for direct representation, while opponents cited concerns over constitutional structure and state rights.
The movement to require a constitutional convention grows nationwide after 54 states vote for direct election while the Senate blocks. The plan seeks two thirds support across 46 states to trigger congress to call a convention. New York introduces a resolution, with similar measures expected in all state legislatures.
In Washington on February 28 the Senate failed to reach the two thirds needed for submitting a constitutional amendment to voters. The 54 to 33 vote left the measure short by four affirmative votes after Jones and Piles of Washington joined others, including insurgent Republicans and certain Democrats, in supporting it.
