State judges rule that ordering Puget Sound Traction cars to reroute via Madison Street during rush hours would be unreasonable. Patrons of the 23rd ave line had sought to push service into the business district. The public service commission and superior court supported the change, but the state supreme court says inhabitants of outer districts should expect some inconvenience and the burden on the company is too great to enforce the order.
