Fire Marshal Kellogg warns that dynamite and explosives stored in city cars and docks threaten mass loss of life and property. He urged outside city storage near the tide flats, noting ordinances are inadequate and not enforced. He cited past council inaction and recommended immediate action and updated controls.
The Star reveals widespread handling of dynamite within Seattle limits. Thousands of cases arrive by steamer Montara and are stored on wharves and flatcars, often overnight or longer, violating harbor and city storage laws. The paper calls for strict enforcement and safer storage under law.
Portland, Dec 27. Federal grand jury may unveil land fraud indictments as Senator Mitchell seeks details of charges and witnesses. The panel has voted indictments against C. E. Loomis and S. B. Ormsby for certifying fictitious improvements on contested claims. Mitchell to appear later. charges against him remain unmade public but are believed linked to patent patronage.
On the eve of the state legislature session to elect a U.S. senator to replace Moses Clapp, bribery charges surge. Senator Clapp seeks reelection while J B Gilfillan of Minneapolis enters, and Gov Van Sant’s public stance shocks observers. Senator Frank Haskell reports being offered 1000 dollars for a negative interview and another 1000 to prompt a fellow Ramsey county Republican to speak similarly. he declines to name the ally.
In Tacoma on December 27 Prosecutor Campbell moved to arrest ten leading gamblers under the state felony gambling law. The Anti-Saloon League, via Attorney Thomas H. Bain, pushed the crackdown and Campbell warned the mayor to close all gambling houses. Minutes later he and Bain prepared warrants while gambling persisted that night and again today.
From Rome a dispatch says Admiral Togo’s fleet likely failed to meet the Baltic squadron and has returned home for repairs. While repairs proceed he will proceed to Tokyo to confer with the government. The report is considered doubtful by naval circles as a potential dodge.
Paris dispatch reports General Kodama, key Oyama staff head, recalled after slapping Oyama over campaign plans. Berlin notes train derailment near Krasnoye Jareki kills and injures many reservists. The Hague denies Baltic fleet action, cites Dutch neutrality. Yakima man with two Indian prisoners indicted for robbery. bail set at 1000 dollars each. Tientsin Tang reports envoy Shaoki Taota heads to Tibet to examine conditions there.

The People's church and Central mission presented a Christmas show for kids from homes along the waterfront at 2813 Western Avenue. A large tree loaded with gifts delighted the youngsters who left with happy arms and hopeful hearts.
Dispatch from Bushler reports heavy rains in Persia destroying crops and three villages. Torrents have caused heavy losses with about 300 corpses found.
Revolutionary Bulgarians attacked a village near Leavgalija today. Thirty killed. At Veler five Greeks and three Bulgarians died in fighting.
A man arrested twice for lacking proper papers was discharged by Judge Hanford in federal court after proving his status. Earlier arrests were based on orders from Commissioner Williams. The proceedings concluded with the claimant cleared of charges.
The subject, born and raised in the United States, faced a second arrest under a different commissioner for unlawful presence. His attorneys appealed to the U.S. district court, and in the regular course he was found not guilty. Judge Hanford ordered his discharge.

Pittsburg reports an explosion at 10 oclock this morning in furnace J of the Edgar Thomas blast furnaces at Bride Rock. Authorities fear multiple deaths as five physicians were summoned to the scene.
J. Brown fell from a scaffolding on the fourth floor of the new Post Intelligencer building this morning. He was rushed to Pacific hospital by city ambulance. Examinations showed injuries to head shoulder and left leg, with a broken leg. Details of outcome were not learned.
