Graft and boodle rampant in Seattle
The text alleges municipal corruption in Seattle with the board of works taking over printing privileges without bids. The finance committee paid the full, exorbitant bill for election ballots and poll books, then paid less on bond election printing. It claims printers collude to inflate bids, urging low bids by contacting parties to suppress competition.

City faces abstract form bid scheme and audits
The board of works blocked a bid scheme by contacting half dozen firms at once to force lower bids and break a perceived abstract form trust. Abstract firms faced scrutiny as city payments rose from 2,690.66 in 1901 to 6,419.59 in 1903 and 4,890.79 by Oct 1904, mostly awarded to one company. In August the city invited bids for 14 250 descriptions in Green Lake and Second avenue districts, yielding 7 cents for regular descriptions and 50 cents for metes and bounds.
