Senator Sherman announces a resolution to declare the presidency vacant for Wilson’s term with the vice president to assume duties. President Wilson urges public railway and highway development and argues for modified private control with stronger public regulation amid readjustment.
A speech lauds the nation and its armed forces for their World War I service. It praises troop mobilization from 145,918 to 1,960,513, cites convoy courage, industrial support, and the spirit of officers and sailors. It honors home front labor, including women, and underscores duty to ensure no misinterpretation of their sacrifice.
United Press dispatch from Nancy notes the Third Army occupied about 100 square miles in Germany, including Treves. Civilians showed unusual silence as the Sixth Infantry led the parade with a band and flags while deputies with white armbands patrolled streets.

London reports a thwarted plot to restore the Kaiser, exposed by a telephone leak. Suspects include Field Marshal Mackensen, Generals Von Tlehn and Von Arnim, Krupp Von Bohlen, and Prince Von Hulen. Scores arrested amid internal Berlin turmoil and abdication debates.
Boilermakers union official says 18 000 members line up for Mooney strike and Macy award walkout with 95 percent voting Yes in progress for both questions. Typographical union votes to avoid strike while AFL should seek united front before action. Duncan says other printing trades back Mooney strike but AFL has no power to force a general strike.

Demobilization orders came from Washington. Bremerton yard orders may follow. Commander Miller Freeman says about 100 men will be released daily, affecting about 4,000 of 5,500. General March reports Washington units returning soon. The 68th and 69th divisions include about 1,000 Washington men who went overseas last year.
British Second Army troops push into Prussia about 15 miles deep on a 30 mile front near Luxemburg as they join with American forces on the left at the northern edge of Luxembourg.
Seven men were arrested for gambling in the Crary building on the second floor and released on $50 bail each. Police seized dice, cards, pool and poker chips, and $44 on the board. The suspects named Harry Campbell, W F Guinn, G Whity, R Barnard, J Lewis, A C De Witt, and John Stevens with their occupations.
Police puzzled by a Sunday discovery of a loaded revolver in the rear seat of a parked auto in front of Pontius School on North 64th Street. The owner is identified as G. R. Guthrie of 1715 Ravenna Boulevard, but he cannot be located. The car remains held as investigators pursue the case.

In response to an editorial, War Savings chairman Clarke pledges to publish a list of Seattle firms and individuals who have not bought the full $1,000 in War Savings stamps. He will reveal only those who can pay but have not, calling others “slackers” and noting the need to reach Seattle’s share of the Fourth Liberty Loan quota. A separate note mentions a gauge difference between Irish and British railways threatening Ireland England tunnel or ferry plans.
