World War I dispatches from St Petersburg and Rome say Russia plans to strike Berlin within three weeks with eight million troops in four armies. Mobilization is complete and the goal is to force Kaiser Wilhelm to ease pressure on Franco-British forces.
German retreating forces in East Prussia are accused of poisoning food supplies left behind as the Russian central advance aims at Posen. Reports say czarist troops clash with German defenders in Eastern forts while evacuations at Gum binn en, Insterburg and Eydtkuhnen occurred.
Acting Police Judge Thomas B. MacMahon sentenced W. C. Phillips to the police court limit of $100 fine and 20 days in jail for an accident injuring two boys, one seriously. Oliver D. Colvin received $60 fine and one day in jail plus $50 for speeding. both appealed to avoid immediate incarceration. Phillips’ car struck 12 year old Dean Bates and 12 year old Eugene Speck. Estes remains unable to walk.

On August 27 in Butte insurgent miners seized 30 to 40 Western Federation of Miners members at the Anaconda Copper Co. mine who refused to join the Butte Mine Workers union. Those abducted were forced to join while seven remained obdurate and were tied with ropes. The mine was shut and plans to march on other mines were announced for tomorrow.
A French physician who crossed into Germany near Metz and dumped cholera germs into water wells was sentenced to death by court martial. The case underscores wartime bans on germ warfare and chemical poisons.
In Pike Place Market a woman pushing a go cart with a sleeping baby and a four year old boy were arrested after a cucumber was dropped. Officer Greer detained the trio and they were taken to police headquarters, later released without booking. Mayor Gill orders an investigation into Greer's actions.
