Germany informs Spain that seizing interned German ships to replace Spanish tonnage destroyed may rupture relations. Berlin says it will not curb submarine warfare or treat Spain as an exception, though it hopes Spain stays neutral and avoids actions that escalate the crisis.
United Press dispatch from Washington reports a push to remove exemptions for officials and a stricter reclassification of draftees. The House plans to end class-wide exemptions, with Senate consideration likely, while officials may be exempt only by personal qualification. The debate includes replacing male clerks with women where possible to speed war effort.
British armies push along a wide front between the Ancre and the Somme in France. Bray Becordel-Becourt and Ovillers-La-Boisselle reportedly fallen as German counterattacks occur north of Happy Valley. Casualties mount as fighting rages along the 30 mile Somme front.
Washington August 24 Throughout O land today men 21 years of age since June 5 last are registering for military duty. One hundred fifty thousand is the estimated total and from this number it is expected 75 000 fit for general service will be speedily obtained. By special arrangement orthodox Jews can register Monday instead of today which is the Jewish Sabbath. Some of the new 21 year olds will be inducted into the service at once and the others found fit can expect to see service overseas by early spring.
Beginning at 7 a m, William A Gaines, chief registration clerk, reports that many of the 500 local youths who reached their majority since June 5 are filing registrations. Offices stay open until 9 p m. Sabbath observers from Jewish Orthodox and other sects may register Monday.
Washington reports the steamship Weastbridge was torpedoed in foreign waters on August 16 but was not sunk. The vessel has arrived at a port, and the Navy Department confirmed the update today.

London reports the total number of German prisoners taken by the Allies since July 16 is well over 100,000, according to an authoritative source.
The Vossische Zeitung reports General Russky, once commander in chief of Russian armies, arrives at Vladivostok after a long disappearance and offers services to General Horvats, leader of an anti Bolshevik Siberian army.
