London is in a state of tense jubilation and underlying dread as war with Germany looms. Citizens wonder how Germany will strike, fearing air fleets, sea invasions, or a channel crossing as the Kaiser presses for rapid action while Russia and France form the surrounding backdrop.
Paris reports that about two thousand one hundred ten airships including aeroplanes and dirigibles are being prepared by six great powers for a possible air war. France lists 750 air warships, Germany follows with superior airships, Russia 380, Italy 200, Austria 150, and England 130.

Under cover of darkness two submarines left port last night for Vancouver. Built for Chile and rejected over alleged flaws they were reportedly sold to the Canadian government to guard the Pacific coast. Built by Seattle Construction & Dry Dock Co. from designs by Electric Boat Co of New Jersey.
Paris reports German forces checked in Belgium as they press toward the French frontier. Belgians hold the line with French and British reinforcements expected to arrive. Kaiser's troops have penetrated about 20 miles into France between Toul and Epinal and suffer ambush losses near Toul Nancy.
German troops surrounding Liege began bombardment after a night repulse by Belgian defenders. About 50 000 Germans faced 25 000 Belgians who held the fortifications amid heavy losses on both sides. Vise and Argenmen were burned as sieges began with German forces already crossing the frontier toward France.
President Wilson cabled London Berlin Paris St. Petersburg and Vienna offering mediation under The Hague framework. He stated it would be a privilege and duty to help end the conflict in Europe and to serve all concerned.
Washington August 6 measures to replace revenue lost from foreign duties as imports fall due to the war were discussed at a conference between Secretary McAdoo and Senator Simmons. Simmons said internal revenue taxation will be necessary and that tariff changes would not greatly affect revenues. The annual loss from the European war is put at about $100 million. further conferences will decide the taxation method.
Santos Dumont, famed balloonist, volunteered for the French military flying corps and departed for the front. An enormous crowd gathered at the station to see him off with cheers and embraces.
The Banking and Currency Committee recommended confirmed appointments of Paul M. Warburg and Frederick Delano to the Federal Reserve Board.

Water will be shut off Thursday from 9 a.m. to 12 noon and on Duwamish Avenue between Henrietta and Graham Streets Wednesday from 9 p.m. to 2 a.m. The supply comes from the Columbia tank.
