Three textile strikers were arrested after an exchange of shots with police in Lawrence Massachusetts. The clash followed an attack on two officers, one knocked unconscious by a stone as tensions flared.
The plenary session of the peace conference approved the revised League of Nations covenant with Wilson’s motions. Sir Eric Drummond was named first secretary general and Belgium Greece Norway Spain joined the league council alongside the big powers. The Japanese urged a clause banning racial discrimination and the Monroe doctrine was noted as a new article.
In 150 cities resolutions denouncing Postmaster General Burleson’s telephone system policy were sent to President Wilson and the War Labor Board. Telegaphers union predicts a 20 to 1 strike mandate nationwide, with Los Angeles showing 2 of 200 against, Portland at 75 to 1 in favor. Telegraphers vote ends May 5, electricians May 11.
Standard Oil of California announces a $2,000,000 subscription to the Victory Liberty loan. One million dollars is credited to San Francisco and the rest to several California cities with company agencies.
Former Kaiser Wilhelm and his agents would face trial for violations of international law if the Paris peace conference adopts a plan to establish a five power tribunal. The proposal would compel Germany to reveal war office secrets and pursue guilty parties across nations, with trials for crimes against allied citizens.

Women set out to mop up the Victory Loan drive with 3000 volunteers led by a Seattle committee. Officers and precinct organizers mobilize, with special speakers at schools and women gatherings. The effort promotes home investment and honors homemakers as bond buyers.
Dr Frank Crane argues the Victory Loan is a duty for every citizen. He urges a nationwide response with a $4.5 billion target, offering four and three quarter percent returns with exemptions. He frames the loan as support for veterans, reconstruction, democracy, and world peace.
Seattle prepares to greet 763 Argonne heroes along with 200 Northwest sailors from the North Sea service. The Eighteenth Engineers and other Pacific coast troops arrived today on the transport Texan. More than 15,000 officers enlisted men doctors and nurses came in on six transports from St Nazaire Bordeaux Brest and Mayre. The transport Freedom brought 1 712 officers and men to base hospitals and the Minnesotan carried the 111th Infantry and attached units. Also aboard the Texan were 34th evacuation ambulance company and 18th engineers headquarters detachments with 36 officers and 1 148 men among others. Over 7,000 more arrived on the America including Maj. Gen. Francis J Jernan and Brig Gen J Price.
