Refugees recount riots against Americans in Mexico City as Carranza and Diaz factions clash. Consul H A Coen and eight others seek shelter after anti American demonstrations in Durango. Reports say Germans financed Villa and Diaz, and new Pershing orders follow a gun salute for Gen Scott in San Antonio.
New York and Providence reports detail the decade old Dorothy Arnold disappearance. Octave Glennoris, a Rhode Island convict, claims a wealthy unidentified New Yorker buried her body after an operation. Detectives dig further at the secluded colonial house near West Point as authorities weigh his account.
Scott’s presence signals renewed activity in the field as secret orders drive important moves. The first conference between Generals Scott and Funston lasted nearly midnight.

She says on August 21 she slipped on a highly polished living room rug at 2210 North Broadway injuring her left ankle and left arm and side. The plaintiff alleges the floor was dangerous and she had not been warned about it.
Republican caucuses to select 727 delegates to the county convention are underway in all precincts today. Polls in cities and towns stay open 7:30 to 8:30 p m while rural districts vote 2 to 4 p m.
Superior Judge Gilliam prepared a memorandum decision on the Heinrich Brewing Co case involving Lifestaff near beer. The ruling will determine whether non intoxicating malt beverages may be manufactured in Washington or whether such production violates the dry law. The decision, edited after drafting, likely will be delivered Monday.
Baltimore April 22 The man calling himself Edward Quigley was arrested as a suspect in the St Louis case for raising sums on checks. A search at the station found stolen securities from a New York ferry theft on February 26 in his bag. Railroad stocks valued at 1 400 000 were among the loot.
W. A. Coatz, 26, received a sentence of ten years to life in the penitentiary on a habitual criminal charge. Judge Dykeman handed down the ruling after Coatz was arrested locally for petit larceny and found to have prior arrests for similar offenses in Spokane, including burglary.
Berlin expects severance of diplomatic ties with the United States as Americans rush to leave Germany or stay, hoping war limits submarine campaigns. Officials see no chance Germany will modify demands, relying on America to accept or reject German pledges to curb attacks. Admiral Von Holtzendorff signals unwillingness to meet terms. Wilson to confer with Senator Stone on international issues.
German papers led by the Lokal Anzeiger publish editorial remarks on submarine rights and peace with the United States. They report Foreign Minister Von Jagow asked Ambassador Gerard to withhold the note’s contents from Americans until publication consent, and say the note may appear with Germany's reply. Gerard has no instructions for Americans in Germany.
