A city council committee meets in secret session and orders Corporation Counsel Humphrey to prepare papers to forfeit the Snoqualmie Falls Power Company franchise. The action follows the prior meeting and the company’s failure to appear to defend against links to the Tracy Robertson injunction suit.
The investigating committee failed to compel witnesses to appear after subpoenas issued during the day. Officials noted no statutory power to force attendance and the charter was deemed not self operative. The committee adjourned without action, while corporation counsel Humphrey said he did not intend to coerce witnesses.
London dispatch reports Senor Lopes, chief Filipino envoy, saying Filipinos tire of fighting and seek mercy from the Americans. He notes Aguinaldo arranging a truce and that he may be sent to Washington to negotiate peace. Lopes expresses faith in Philippine commissioners and discounts a reported ambuscade of Lawton's column.
Washington April 20 General George Davia will relieve General Guy Henry as Military Governor of Porto Rico about May 1. General Wade commander of the Department of the Dakotas has been chosen to relieve General Shafter in command of the department of California when Shafter retires next October.
A jury in Manchester awarded Mins Gould a thousand dollars damages for wrong treatment by American physician Petts currently in California. The case involves medical malpractice allegations against the American doctor and the English plaintiff seeking compensation.
A cablegram received by Governor Lind from Maniia Was states that the regiment must be ordered home and mustered out of service at once, with officers of the regiment noted. The governor says he knows nothing of the cause behind the message.
In Philadelphia on April 20 the defense in the Quay trial chose not to offer testimony and began closing arguments. The Quay case went to the jury in the afternoon and a verdict, if reached today, would not be read until tomorrow morning.
Washington Volunteers scouts met about 200 Filipinos near Taguigm. They repelled the force until reinforcements arrived and routed the insurgents. Twelve were killed and several wounded on the Filipino side. American loss was three wounded. Americans captured rifles.
MNOSENTHAL Germany April 20 Seven men were killed when a boiler exploded at a local facility today. Fire officials reported the blast caused deadly injuries and initiated emergency response. Investigations into the accident are underway.
The Figaro reports further depositions from witnesses in the Dreyfus case before the Court of Cassation. Captain Renault testifies again noting that the prisoner did not confess to him.

The steamer Al-Ki sailed this morning for Alaskan ports with a large passenger and freight load under a new master, Captain Olsen. Captain Gage, former skipper, moves to Walls Walla, with changes expected to be permanent, while many Seattle and Alaskan port friends will miss him. The voyage includes forty second class passengers among others listed, with notable travelers such as J B Dodson and Mrs Gould.
The annual Oregon conference of the Evangelical Association convened in Salem this morning at Zion church Har rison Street and Taylor avenue. Akron April 9 Sergeant A L Beebe in charge of the city recruiting station has been reduced to private and ordered to join the Third Cavalry.
