Paris April 18. Bartho? head of France’s delegation to Genoa is instructed to seek an annulment of the Rose German treaty or withdraw the French delegation. Russia’s treaty at Rapallo is condemned as impossible, and Barthou telegraphed Poincare he would not attend further talks with Germany or Russia due to treachery.
