Seattle's mayor advocates a law permitting whisky sales by prescription in city shops. He vows to close saloon-drug stores and says some sellers plan to risk arrests for profit. He also supports taking a tougher stance against such operators.
Washington notes Carranza signals it may be time for U S forces to pull back from Mexican territory amid the Villa pursuit. The Mexican embassy calls for negotiations toward withdrawal and confirms no formal agreement allowing cross border actions. Wilson cancels trip to address a youth congress as officials warn of possible misunderstandings in negotiations. In Parral near San Antonio, Carranzista soldiers and Mexican citizens opened fire on American troops. No casualties were reported. Gen Gutierrez complained the Americans advanced too far south, surprised by their marching power. About 140 men believed from Maj Tompkins' command passed through Parral.
Mrs Carrie Chapman Catt international suffrage leader arrives in Des Moines to spearhead the final round up of the Iowa campaign for votes for women. She will speak in every county delivering at least one hundred speeches from now until the November election.
The battleships South Carolina and Michigan collided while cruising north of Guantanamo. Both vessels avoided serious damage and no sailors were injured in the incident reported by the Navy Department.

At Pacific Coast Steel Co in Youngstown a boiler overpressure blew the safety valve causing a loud roar that woke West Seattle residents. Police answered hundreds of inquiries as the telephon e operator explained the incident early Thursday morning.
Washington April 13. Reports that President Wilson was weighing withdrawing his nomination of Louis D Brandeis to the Supreme Court are denied at the White House. No decision announced and Brandeis remains the nominee.
Corporation Counsel Caldwell ruled that fire lieutenants who perform captain duties during captains absence of over three days without pay are entitled to captain’s salary.
