General Kouropatkin confirms a new clash near Wiju with Japanese forces causing several Russian wounded and no deaths among troops. He also notes Japanese troops plundered Yongampo in northwest Korea, burning the Russian town after inhabitants fled in terror.
Eighteen workers through assignee Frank Hall sue Clarence Hillman for 5336.50 alleging a fraudulent advertisement lured carpenters painters and other laborers to buy lots in the Hillman tract at Garden City with installments and promised work. They claim they were discharged or not given work after signing contracts and cannot recover their payments. The suit names W Martin an elderly Grand Army of the Republic member as a plaintiff and cites attempted settlements. A colored carpenter A Lee also testified to paid sums and misrepresented receipts while attorney James McNeay represents the plaintiffs.
April 6 Sofia dispatches warn that a Turko Bulgarian treaty must be signed immediately or relations may be broken. Bulgarian officials accuse Turkey of secret troop movements to the frontier and vow to strengthen frontier guards and prepare for any hostile act.

Albert E. Bell, a noted swindler and mail theft suspect, was captured in Tacoma last night. He previously escaped custody in December while being taken to Philadelphia and headed toward the coast before arrest. Local officers will extradite him to Philadelphia to face trial for similar offenses.

A blaze in Columbia hall, a three story frame building, killed five people and fatally burned another in Mount Vernon, New York. Three others were seriously injured and the dead include Nathan Frey, a shoe dealer, and Bessie Deering, a maid, among three children.
Chicago voters approved municipal ownership of street railways by a large margin 152434 for 20104 against while licensing plan passed 120744 for 1543 against. Election results show Republicans 18 Democrats 16 Independents and one Socialist elected to the new council.
George P. Wright won the Tacoma mayoral race with 4 239 votes to Republican incumbent Louis D. Campbell 3 578. Socialist 250. Downtown ticket leaders L. G. Jackson and Charles D. Atkins also triumphed, signaling a broad Republican showing despite Campbell’s loss.
Nine councilmen were elected to cover eight wards plus a short term seat in the Fifth ward. Five Republicans and four Democrats won. Republicans are W. A.
