Federal Judge Jeremiah Neterer reduced the sentences of Andrew A. August Jeper asks the city council for a license to run a seagoing grocery store on Lake Union. He plans to place his shop on a sturdy ship and sail between houseboats selling fancy and staple groceries. The license committee is unsure whether to issue a mariner's license or a peddler's certificate.
