The Wayne County grand jury recommends stripping magistrates of criminal case powers and creating committed magistrates under salary. It notes twelve thousand dollars in costs for trivial cases and calls for a constitutional remedy via a legislative bill drafted by a bar committee. The report cites numerous indictments and ongoing cases including liquor sales, libel, and divorce rulings.
