Striking Mt Pleasant Miners Win Preference for Sewer Work
Contractor M J Gibbons began the Scranton Street sewer with over fifty men, later joined by about fifty more, using Mt Pleasant collieries workers on strike for higher wages. The 400 foot sewer runs from the hill foot to Main avenue with branches on seven streets. David Sanford is inspector. P J McCann and Thomas O'Brien stand on Gibbons bond. Gibbons also secures Section B of the Fifth sewer district, about 10 470 feet long, covering North Main Ave to Nelmont Street, with Mt Micakant employees given preference.

Reading v. Batage and the reach of constitutional restraints
A Pennsylvania Bar Association report discusses how courts infer legislative intent beyond formal acts to uphold constitutional limits. It cites Reading v. Batage and City of Reading v. Savacs, noting that general acts may not bind all cities and that local forms can become general in effect. The piece highlights how courts seek true intent, reversing judgments when necessary and outlining implications for intercity incorporation and municipal powers.
