Collection charge likely to remain under New York system
The three month probationary period for the New York Clearing House Association check charge ends Monday. Scranton and other cities petitioned for change but officials hint rulings will be limited or discretionary only in a few nearby areas. Businesses suffer from higher exchange costs as Scranton merchants shift dealings to nonassociation banks to avoid the charges.
