Pension Decisions Clarify Confederate Service Status
Washington August 4 Assistant Secretary Reynolds of the Interior Department ruled on pension cases regarding Confederate Army service. If the record does not show whether service was voluntary or involuntary a presumption of voluntariness applies but can be rebutted with proof. Voluntary service disqualifies a pension while wholly compulsory service may grant one. A separate ruling holds that a veteran who reenlisted as a veteran volunteer and later deserted is not pensionable for disabilities from enlistment or from the desertion.
