Senator Foraker on Porto Rico
Senator Foraker argues on Porto Rico that taxation should exempt islanders and favor their self government. He explains planned tariff adjustments and revenue transfers to Porto Rico, asserting the island will be reached gradually with free trade timelines and local revenue support.
Open Door Policy and Porto Rico Tariff Debate
Senator Foraker argues about tariff authority between Porto Rico and the United States as the Open Door principle intersects with Philippine commerce. He warns that granting free entry to the Philippines could force free entry to the US, risking national revenue and open access to all nations. The discussion compares territorial governance and aims to increase Porto Rican participation in their government as soon as feasible.
