The Nixon administration with Senator Edward M Kennedy urged a federal court to uphold the law lowering the voting age to 18 for presidential elections. Kennedy appeared as an attorney for the first time in eight years, arguing Congress and the courts share enforcement of the Constitution. Opponents say only a constitutional amendment can change the voting age. David L Norman represented the Justice Department in a suit by five New Yorkers challenging the law.
