UPI reports Charles C. Stelle calling the Soviet Union’s resume of tests a breach of faith and a betrayal of mankind. He accused Moscow of deceit at the three power meeting with Britain and the United States and of distorting Western concessions.
Charles Garland executive secretary of the State Fair Commission praised Subby Webb saying she has put her heart and soul into being Miss Arizona. Garland spoke at Sky Harbor Airport as Webb said goodbye before leaving for Atlantic City to compete in Miss America. Webb arrived Sunday night and, though nearly recovered from a sprained ankle, wore a bandage to protect it.
Western leaders Kennedy and Macmillan urged a ban on atmospheric tests. Diplomatic observers in Moscow doubt Khrushchev will accept the proposal and report of the joint message remains unconfirmed.

The army deployed new troops and war planes in south Brazil amid fears of unrest after Vice President Joao Goulart accepted a figurehead presidency. Goulart planned a Brasilia swearing in by Congress under a revised constitution. Reinforcements reached Florianopolis to deter pro Goulart movements while Brasilia airport remained under air force control.
