Seniority system in Congress seen unlikely to change

Dean George Peek of Arizona State University told about 35 students and faculty at Scottsdale Community College that the seniority system will remain despite reform efforts. He said the setup makes Congress sectional, with southerners in charge in the House and midwesterners in control when Republicans lead, and chalked up the difficulty of reform to those in power preferring the status quo. He noted younger members lack clout and some lawmakers manipulate rules to vote procedurally to defeat bills.
