The United Nations and Katanga Friday night reached a definite cease fire agreement signaling de facto recognition of Katanga independence. The 13 point accord preserves UN nonintervention if Katanga repels invasions and allows prisoner exchanges. Signatories were Katanga President Moise Tshombe and UN official Mahmoud Khiari.
An editorial lauds United Citizens for eastside activism toward annexation by Scottsdale and criticizes Arcadia and Scottsdale city halls for indecision. NORAD led a 12 hour continental air defense drill as civil aviation across the United States and Canada halted. About 3,000 flights were canceled and 70,000 other civilian maneuvers plus nonparticipating military planes were grounded. 2,000 NORAD fighters joined in a clash with dozens of bombers from SAC and the RAF, while 200,000 personnel at 300 radar sites covered the test from coast to coast.
