AP reports a looming natural gas shortage may force up to 500000 Americans out of work this winter unless Congress and Ford reach a national energy policy. Testimony warns layoffs could start after November 1 as Congress remains split over price controls and relief measures.
The Scottsdale city council approved the master plan for a three phase senior citizen center and authorized first phase construction. The 5,200 square foot facility has estimated first year operating costs of 70,600 with $23,000 for facilities and maintenance, $9,700 for grounds care, and $37,000 for program staff and supplies. The council discussed contracting maintenance to save money and eyed a pilot project. Federal community development funds totaling 317,000 are committed for design and first phase construction, with total project costs around 315,430 after fees and interior work.
Paradise Valley council weighs denial of a December extension request for a special use permit citing late filing and inadequate public hearing advertising. The agenda includes a Bicentennial committee report and Camelback Racquet Club site plan change approval for tennis facilities.

New York based W. T. Grant Co announces massive store closings to recoup finances. The spokesman says 12 stores will shut in Arizona, 65 in California, and two in Nevada, affecting all California Nevada and Arizona outlets.
San Diego police said a man with a telescope sight rifle was arrested on a freeway overpass shortly after Emperor Hirohito's motorcade passed beneath. Capt. Manuel Guaderrama stated no shot was fired. The arrest occurred a few minutes before 11 a.m. near Harbor Island by Lindbergh Field.
The Washington Post increased its printing capacity despite a nine day strike by pressmen and damage to presses. Executive VP Mark Meagher said the paper printed about 280000 copies, roughly half the normal run, in their plant last night and planned further expansion by the weekend.

Arizona Insurance Director Millard Humphrey outlined a plan to overhaul malpractice liability laws. The two part proposal would create a joint underwriting association funded by insurers and a November 1976 referendum to establish a state fund similar to the State Compensation Fund for workers.
The North Scottsdale Medical Facilities group seeks a declaratory ruling and damages in a suit against Maricopa County's Comprehensive Health Planning Council and Lincoln Hospital alleging the council lacks authority to issue a certificate of need for land purchase. The suit claims conflicts of interest by council president Roman Missicky and executive director Milton Gan influenced zoning and financing decisions benefiting Lincoln Hospital and other facilities. It seeks 10,000 in compensatory damages plus 50,000 in punitive damages.
