Washington AP reports September left the jobs picture nearly steady. Unemployment fell to 7.8 percent, while total employment slipped 162000 to 87.8 million and the labor force declined 280000 to 95.203 million, dampening any cheer from the jobless rate.
Police in Port of Spain detained two Spanish-speaking men for questioning over Wednesday's crash of a Cubana DC8 in the Caribbean Sea. The Trinidad Guardian says the pair, with forged Venezuelan passports, disembarked from the jet in Barbados following the crash.
Doctors said Senator Hubert H. Humphrey looks unusually good for the morning after surgery. They described the malignant bladder tumor as superficially infiltrating tissue and expressed optimism he will return to the Senate floor soon.

Detroit reports the United Auto Workers National Ford Council 175 members ratified a new agreement ending a 25 day strike at Ford. The deal would grant the average assembly line worker 40 paid days off in 1979, the contract's final year, with 170000 Ford workers to vote next.
Bangkok remains calm as Thailand's new rulers promise to relinquish power to a civilian government possibly within months. Diplomatic sources say no open opposition is seen. schools are closed and residents are barred from meetings of more than five for political purposes.
An Indian Community attorney told Scottsdale City Council that groundwater west of the Salt River Indian Reservation belongs to the Indian Community. The tribe argues water must serve federally reserved land and will need ample supply as irrigation doubles to 30,000 acres, with pumping costs rising and more wells near the reservation drawing water from beneath Indian lands. Local developers and Scottsdale pump from the Paradise Valley basin, and tribal leaders warned court settlement may be required to resolve ownership.
Council member Charles Smith warns the northeast area would keep low density one home per acre between Shea and the reservation while water use remains modest. Mayor Jenkins says urban water use will rise with growth to 58 000 eventually, years away. In Phoenix area 38 people were arrested as part of a nationwide crackdown on an international heroin smuggling ring. Federal agents said nearly 290 suspects are in custody across 35 cities, with indictments naming 110 in Tucson and Phoenix and linking hundreds to 49 distribution networks for Mexican brown heroin.
