The House Appropriations Committee approved a 5.1 billion space program budget. The move faces Republican caution that Russia could launch a spaceborne bomb while the United States pursues a manned moon mission. The total is smaller than both Congress earlier authorized and Kennedy's request.
More than 70 top Indian affairs officials from the United States and Canada gather at the Hotel Valley Ho for a three day conference led by Dr. Phillip Nash Col H M Jones and Robert Mangan. Delegates discuss tribal government economic development employment health welfare and housing and plan tours of Hopi Fort Apache and Navajo reservations. News notes include budget politics on fallout shelters and a large 13 billion appropriation bill with cuts claimed by the committee. The FCC and FAA receive funding for emergency communications and supersonic aircraft work respectively.
A Chinese Communist trade delegate member shot a request for political asylum at the Soviet Embassy in Tokyo after entering the building before dawn. Chou Hong-ching, 44, was granted asylum by the Russians who refused to hand him to Japanese authorities. Tao Heng-hsien, chief secretary of the Engineering Academy, said he would not leave Japan until the defector is returned.
A 27 year old Scottsdale woman identified as Suzanne Cotler was found unconscious in her car near Thunderbird Field. Police found an unfired pistol and a knife in the vehicle with a partially empty prescription bottle nearby as investigators note the bottle's contents are undetermined.
Jack Jesse a 17 year old Scottsdale High senior founded and directs the Junior Rodeo Association aimed at under 20 riders. The group plans five weeks of instruction at the Jaycee Arena with five annual rodeos and aims to send top performers to national competition. Local Jaycees, the Parks and Recreation Department, and community support back the venture.
D M Martin of 7746 E McDowell spotted his car from a plane near Cave Creek and guided police to Thunderbird Field where the vehicle was found abandoned. A 16 year old was detained and handed to juvenile authorities. Scottsdale cops issued 366 speeding tickets in two weeks. Chief Walter Nemetz left for a police chiefs convention in Houston. A fire destroyed Dan's Children's Nursery storage shed, blamed on children playing with matches.
Two Navy sailors are missing and three injured after Hurricane Flora battered Guantanamo Bay Cuba. Missing are Edward Allshouse of Newcastle Pennsylvania and Robert Fanning of Pembroke Georgia. Injured are Andrew Palmer Lakefield Minnesota Ensign Arthur Shaw Spencerville Maryland and Gayle Ford Madison Wisconsin. Flora continues a slow northward drift over eastern Cuba as Castro leads relief efforts amid widespread crop and livestock losses.
More than 1,000 supporters will attend a ceremony at the Boys Club of Scottsdale at 7502 E Osborn Rd to celebrate paying off a $175,000 mortgage. Ray Bogden and 7 past presidents will attend along with current officers to receive plaques for founders and donors. The club, now serving over 1,400 boys, funds operations through donations and the Verde Vaqueros trail ride, which has raised over $25,000 since 1958. Plans call for a 2,000 square foot addition, including a library and multipurpose room, as the program director expands youth activities.

ASU announced a Creative Art Workshop for Children with registration on Friday. Jack Taylor, class director, said over 25 people registered Saturday and more than 15 phone inquiries followed, all noting they read about the class in the Progress.
President Kennedy signed four copies of the nuclear test ban treaty declaring that if the pact fails it will not be due to the United States. He urged global adherence while pledging vigilance under the agreement. the Senate had ratified the treaty by a decisive 81 to 9 vote.
