A Scottsdale school bond issue of 5.9 million dollars aims to fund a new elementary and high school and additions through 1963. Don Chambers heads the advisory committee and plans distribution of literature via schools and PTAs. Speakers from the committee will visit civic groups to promote the measure while trustees consider maintaining the present 6.42 tax levy next year.
The mayor and council delayed bidding decisions for 19 police cars and two trucks until the Dec 3 session. A bid tabulation committee cited need for study and extended the garbage equipment closing to Dec 9. Planning and zoning ordinances will be discussed next Tuesday with public hearings previously held.
President Lyndon B. Johnson told a joint session that enacting the civil rights bill is the administration's top immediate aim, urging swift passage of both the civil rights and tax cut measures while pledging thrift in government spending and support for Kennedy’s policy agenda. Four pro Castro terrorists abduct American Col. James Chenault in Caracas as he left home for U.S. Army headquarters. They overpowered his chauffeur and forced him into a car. an anonymous call to the U.S. Embassy promised the colonel would be unharmed and said the kidnapping aimed at propaganda.
The forecast calls for fair skies and mild temperatures with a high near 74 today and a low around 43 tonight. Tomorrow’s high climbs to about 80 with a low near 47, according to U S Weather Observer Willard L Greene who noted Tuesday’s high at 72.

Dr. Henry Trautmann reported a typewriter and adding machine worth 175 dollars stolen from his home at 7218 E Vista Dr. Thieves took tools valued at 450 dollars from a converted trailer at 8048 E McDowell Rd owned by Nel Slaysman Construction Co of Phoenix.
City planning director George H. Fretz urged tighter wording in proposed zoning amendments for high rise districts. He recommended including the C-2 zone, requiring the same rezoning procedures, and setting a 25 percent site coverage for high rise development along with a 10 story minimum dwelling unit size. The advisory committee backs delaying rezoning until a comprehensive plan is in place.
Four House members introduced legislation to award the Congressional Medal of Honor posthumously to President John F. Kennedy. The sponsors were Representatives Silvio O. Conte Claude Pepper James Roosevelt and Peter W. Roding Jr.
