Full Employment Bill Loses Punch In Carter Endorsement
President Carter endorses the Full Employment and Balanced Growth Act of 1977, but critics note previous versions and the current draft lack enforceable measures. The bill targets unemployment around 4 percent by 1983 with flexibility, yet imposes no compulsory programs, while Congress and the president must approve any new spending. The measure aims to balance employment with inflation control and mandates annual goals for unemployment and productivity.
