U S Mideast Peace Effort Shifts To Vance Plan
Washington officials weigh a new diplomatic push by Secretary of State Vance to spur Arab-Israeli talks. Options include a meeting with Arab foreign ministers in Europe or a January Middle East tour, depending on Tunis talks and Geneva prospects. Sadat offers Palestinian representation via an American professor. Begin welcomes talks, while Syria demands PLO direct participation and equal status.
