Rusk Sees Hope For Nuclear Ban At Geneva Talks
Secretary of State Dean Rusk said a mutually acceptable nuclear test ban treaty could be negotiated at Geneva if all three parties have a real interest. Speaking at UC Berkeley Charter Day, he urged small nations to curb arms without waiting for major powers and proposed a permanent UN force to restore peace when crises arise. He called for Latin American arms limits and noted possible similar pacts elsewhere.
