Congress likely to authorize a 7.2 million flood control channel along the Indian Bend Wash from Salt River bed to the Arizona Canal. Army Engineers approved the plan, with construction possible in two to three years pending land cost reevaluation. Maricopa County budgeted 1.5 million for right of way.
Moscow accuses three US Navy ships of firing dummy warheads at a Soviet fishing trawler SATR 9007 about 70 miles east of Norfolk on March 8. Izvestia claims volleys landed near the trawler as US vessels approached within five miles, prompting a Soviet protest and demand for punishment of those responsible.
The Scottsdale Chamber of Commerce approved creating a women’s committee at a board meeting held at Hotel Valley Ho. The volunteers will assist at conventions, handle Chamber publicity, act as hostesses for events, and support staff during busy periods.

Three Scottsdale automobile accidents produced minor injuries and over $2,000 in damage. Police cited Ernest F. Neddermeyer and John Basil Sayewich for running red lights and left turns. Separate floods and tornadoes hit the Ohio Valley and the South with evacuations and statewide disaster designations.

Two sisters Sandra Klein 20 and Allison Klein 16 were found dead in a parked Studebaker in the desert north of Scottsdale. Investigators said carbon monoxide poisoning likely caused by exhaust with rags and rocks. Both had chronic illnesses. Sandra was an ASU junior and Allison an Arcadia High junior.
The Arizona House trimmed two key provisions of its tax equalization bill and plans a special session around November 15 to finish work. Democrats and Republicans, split in a five hour caucus, eliminated the freeze on assessments and fixed tax percentages, shifting to a reappraisal program under a director of appraisals.
At 1 pm EST the Dow Jones Industrial Average stood at 677.50, up 2.30 points. The Dow Jones rails rose to 151.63, up 0.72. utilities to 134.45, up 0.20. and the broader stocks index to 240.05, up 0.79. Volume reached 2,870,000 shares.
President Kennedy argues an unrealistically low debt limit or sharp budget cuts could trigger a recession. He outlines current debt levels, proposes keeping the ceiling at 308 billion through June, then a temporary rise to 320 billion, and links tax cuts to avoiding larger deficits if a recession hits.
The Maricopa County Board of Supervisors certified the defeat of the Scottsdale School District bond issue from the Feb 26 election. Certification was delayed due to a technical error found on a tally sheet for the Navajo school polling place.
