Treaty backers confident on US Russia consular pact vote
Senate backers said they were modestly confident ratification of the US Russia consular treaty was within reach after a 2-1 victory on Thursday. They argued the pact protects Americans in the Soviet Union and sets ground rules for consulates while avoiding amendments, reservations, or understandings that could derail it. The opposition shift centered on a Talmadge amendment and Mundt and Smith reservations still pending debate.
