President Kennedy sent Congress a broad civil rights program touching jobs voting schools and public accommodations and urged an armistice on Negro demonstrations while lawmakers act. He said action this year is imperative and warned that failure would bring continued or increased racial strife.
Tom Felke was sworn in to fill the unexpired term of Trent Meacham. He is a former planning and zoning commission chairman. The council approved vehicle maintenance with Paradise Ford, zoning changes for several parcels, final plats for Villa Monterey and Colonial Manor, a liquor license for Peters Holbrau, street lighting upgrades on E. Pierce Street, a paid swimming lesson plan, and an agreement with the Scottsdale School District for West Main Street improvements. Kennedy urged bipartisan action to address racial tensions, proposing federal funds cutoff authority for programs with discrimination and enforcement to ensure equal access and school admissions.
The Scottsdale School District board ordered administration to survey current pupil records to determine federally connected parents and potential eligibility for federal impact funds. State official Gus Harrell urged a pupil by pupil check since employment may have changed since prior records.
The Scottsdale School District will maintain a $6.63 per $100 rate for next year with a tentative budget of $11.716 million up 9 percent as enrollment rises 12 percent. The board may trim items or rely on year end cash balance, with a public hearing planned for July 2 and an informal session June 25.
The Scottsdale school board approved four administrative appointments. Robert Brose becomes district wide supervisor of instructional materials with a salary of 8000 dollars. Albert Scharf is named Arcadia High School assistant principal at 8500 dollars. Walter Armistead will serve as Coronado High School assistant principal earning 8000 dollars. William Fitzgerald moves to Scottsdale High as curriculum development and registrar with 9200 dollars.
The world's first man and woman space team returned to earth. Valentina Tereshkova landed first followed by Valery Bykovsky after nearly five days in orbit. Tass announced their safe landings northeast of Karaganda Kazakhstan. Both cosmonauts feel well and were welcomed by officials.
Paradise Valley voters will decide on a 285000 bond to buy school No. 2 at 9827 N. 32nd St. Polls open 6 am to 7 pm at school No. 1. The case tracks a dispute with owner Robert Altherr over lease validity and a later eviction suit. If approved, levy rises about 25 cents per 100 and the tentative budget climbs to 630000.
Phoe nia police said Charles Richard Leroy 19 of 8345 EF Roma admitted stealing firearms Indian artifacts and a shrunken head from the Heard Museum. Four guns were sold to Kermit Lee operator of Lee Indian Craft for 55 dollars with Lee assisting arrest. Burglary occurred May 28.

In Tucson a 17 year old boy was shot and killed by officers while fleeing a burglary. Robert Rodriguez Goldbaum was struck in the back by a 12 gauge shotgun as officers John Frazer and Richard Lugo of the tactical unit confronted him over a revolver allegedly stolen from the Tucson Army Surplus Store. The officers were responding to a burglary call from a South Main buffet owner.
