Scottsdale fights to defend its 1961 charter after a trial questions the legality of a November 1962 annexation of about eight square miles. The case places the city’s status and governance under judicial review.
World leaders and faith groups mourn Pope John XXIII with praise for his peace efforts. Khrushchev telegraphed condolences. editorials and prayers flow worldwide, while Asia offers little response.

Vatican City reports Pope John XIII has died, suspending the Ecumenical Council he led. Observers expect the council to continue under his successor as it aimed to modernize the Roman Catholic Church and pursue Christian unity and reunion under the Vatican.
President Kennedy has outlined the general framework of a new civil rights bill and plans to send a special message to Congress next week. White House sources say he delays until more consultation to improve chances of passage. Kennedy had hoped to send the message today.
The Progress corrects its report noting Safari Hotel remains open seven days weekly. The French Quarter at the Safari will close Sundays only for the summer months, with Monday through Saturday nights as usual. The Quarter will resume seven-day operation in the fall.
A Northwest Orient Airlines DC7 chartered by the Military Air Transport Service with 101 aboard vanished after reporting icing and altitude change. Coast Guard crews and ships searched 150 miles northwest of Ketchikan, finding debris and uninflated life rafts but no bodies, as weather slowly improved.
East Scottsdale annexation column examines whether city residents save on garbage collection. It notes current city payments to Garbage Service Company at 2.25 monthly per residence, unincorporated area rates at 7.20, and a 3.60 charge for trash. It covers petitions for lower rates, commercial rate protests, and proposed budgets including trucks and bins if annexation proceeds.
Attorney General Robert Pickrell has intervened in a suit by 13 Scottsdale restaurants challenging the February liquor license tax ordinance. A Superior Court judge blocked enforcement. a hearing set for next Monday to decide if the order stays. The ordinance imposes an annual license tax from 100 to 900 dollars plus a one percent sales tax on liquor.
Gov. Paul Fannin hailed the Supreme Court ruling on the Colorado River water dispute with California as a victory for Arizona and called for Congress to authorize the Central Arizona Project to use the river water. The 5-3 decision backed Arizona’s allocation of water rights, limiting California to 4.4 million acre-feet and allowing Arizona up to 2.8 million acre-feet, setting the stage for a $1.1 billion reclamation push. Justice Douglas criticized the ruling as a harmful expansion of federal power over water.
