Average Scottsdale property owners will pay $4.20 more annually due to higher county tax rates and a slight drop in school tax. State tax may rise by August 12, and a proposed county budget of $33,042,807 aims to fund health, courts, and law enforcement amid rising costs and population.
The Baptist Hospital of Scottsdale will be transferred from City Hospital Scottsdale Inc to Western Baptist Hospital Association of Scottsdale as new owners. Signatures by the principals and the City Hospital board are set for 2 30 p.m. in Lyman Davidson's office to complete the legal papers.
At Hurlburt Field Florida a low flying F 100 jet fired four inert rockets during TAC war games. Two officers Lt Col Sherman R Smith and Capt Mercer R Ferguson were killed and 14 others injured when a rocket breached an observation bunker. An investigation was begun into possible human or mechanical error.
U. S. envoy Harriman and British leaders approve a six article draft to ban atmospheric ground and underwater nuclear tests and halt aid for tests by other nations. They press Moscow for a comprehensive ban if Soviet acceptance falters.
Superior Court Judge William Nabours in Yuma aims to hear arguments on a motion for a new trial in the east side annexation suit within 10 days. The case, filed April 1962 by citizens led by Joseph Smalley, contests a December 1961 city council annexation of six square miles. The state’s Charles Brewer represents the area as special assistant attorney general.
At Lytham St Annes Nicklaus of Columbus Ohio and New Zealand’s Ed Charles share the British Open lead after the first nine holes of the final round. Nicklaus shot 33 to Charles 35 while Phil Rodgers 34 and Peter Thomson 37 trailed by three and Palmer lagged behind the leaders.
U S District Judge Arthur M. Davis, 56, died of cancer in Phoenix after an illness since March. An Arizona native, he was appointed to the bench in 1961 by President Kennedy and led state bar associations before serving on the federal court. He is survived by his widow Jean and three Phoenix children. The U S District Court closed at noon in his honor.
Maryland Governor Tawes reimposed limited martial law and sent National Guard troops to Cambridge to restore order after racial clashes. Six white men were wounded in the gunfights, with guardsmen among the injured, as authorities deployed roadblocks, tear gas, and a 9 p.m. curfew.
Mississippi Governor Ross Barnett testifies before the Senate Commerce Committee denouncing the administration civil rights bill as a Communist plot and warning it will spark violence. He says President Kennedy and Atty. Gen. Kennedy sow hate and predicts a bloody harvest while defying a court order on integration at the University of Mississippi.

He alerted police after retrieving a BB pistol. officers found 240 cigarette cartons cigars and five cases of beer hidden nearby and Ignacio Portillo Roman, 27, charged with first degree burglary in Justice of the Peace Marn Westfall court.
