The Bureau of Reclamation will hold public hearings on its draft environmental statement for Orme Dam in Phoenix Friday and Saturday. The six month totals declined from 617 to 542. George Graham credits the two year old team policing system for improved results. He cites increased citizen cooperation and better information after crimes. Juvenile arrests rise but with fewer prior records. Summer crime rates may climb with more juvenile activity. End year burglary totals are expected to fall.

In New Delhi Prime Minister Indira Gandhi urged nonaligned nations to create a shared news pool to end dependence on Western agencies. She called Western outlets a lingering colonial remnant as she opened a conference to build an information network for nonaligned countries.
