UPI reports U. S. scientists postponed about one week the launch of the 150 pound Syncom space switchboard to February 13. If successful it will orbit about 22,300 miles above earth and could relay live television telephone and radio signals globally using a Delta rocket. Syncom, smallest and most unusual system, is related to Telstar and aims to form a three satellite global network.

Governor Paul Fannin outlined more than twenty proposals in the State of the State address. He urged fiscal reorganization creating a State Department of Finance with a Budget Bureau and a uniform purchasing system.
