The Commerce Department reports the leading indicators index rose 1.6 percent in December, the largest 17 month gain, with eight up, two down, and one unchanged. Trade deficit improves to 5.9 billion for last year, December deficit 551.4 million.
SFT and district officials prepare to discuss rules of procedure and presentation as the first topics. Meetings will occur twice weekly at 3:30 p.m. alternating between the district education center and Saguaro High School. The aim is a Teacher Personnel Policies handbook outlining teaching agreements, with SFT proposing roughly 1.3 million dollars in salary increases for 1977 78. Scottsdale Education Association seeks to monitor the talks led by Gerald Nagle.

Scottsdale Community College operates a child care center for 42 children ages two to five in rooms near East Campus. The program, opened in 1973 and directed by Betty Husbands, relies on SCC student staff and college talent for enrichment. Hours are 7:15 a.m. to 4:30 p.m. weekdays with a $5 registration and hourly rates of 30 cents for regular students and 50 cents for drop-ins.
Michael Clary, 26, the second of four Arizona State Prison escapees, was arrested in northwest Phoenix after releasing three women he had held hostage. After 31.5 hours of negotiations he surrendered, tossing out a .38 revolver and surrendering to FBI and police. The group had fled Florence prison January 5 and traveled toward Tucson Albuquerque and Denver. The first escapee, John Lamb, 41, was captured January 19 in Tulsa, Ohio.
Phoenix AP says legislators press President Carter to curb his pardon. Rep. Jim Hartdegen of Casa Grande sponsors a measure demanding limits, arguing pardons should not cover deserters or tax evaders. The debate centers on who qualifies for mercy.
Circulation Manager Grover Ramsey announced a five-cent weekly increase for home-delivery subscriptions from 45 cents to 50 cents, effective Monday.
