Coast Guard shifts stance on licensing pleasure boat operators
The Coast Guard now has statutory authority under the Federal Boat Safety Act of 1971 to set up a licensing program. Adm. Wagner said a task force will study feasibility and devise a system that is easy to administer and reduces accidents through education. The move sparked protests from boating groups including the Boating Industry Associations and the National Boating Federation who warn licensing would tax and burden boaters and disrupt existing educational programs.
