By noon only 165 of 4 425 registered voters cast ballots in the Scottsdale primary for three council seats. Turnout stood at 3.72 percent with polls open at City Hall 133 East Main until seven p m. Officials noted low activity yet expect higher evening turnout due to work patterns.
President Kennedy presents a 16 point list of priority legislation at a White House conference. The No 1 item is supplemental unemployment benefits, with the rest largely echoing previously proposed measures such as aid to dependent children, higher social security benefits, education aid, medical care for the aged, minimum wage increases, and new federal judgeships. Salinger said most items need not be passed in a fixed order but should go to Congress promptly.
Judge Raul H Castro again faces trouble this time as he became stuck in his Tucson bathtub and had to be freed by his wife who removed a window to reach him. He was immobile due to a left arm injury from a recent fall from a horse.
Senator Harold C. Giss of Yuma endorsed Morris K. Udall for the district two congressional race, the first in a string of endorsements. Udall seeks to join the House, following his brother Stewart Udall’s resignation to become interior secretary, with a May 2 special election looming. Giss praised Udall and planned to attend a Yuma reception to show support.

Katanga President Moise Tshombe orders general mobilization to defend the province against a U.N. declaration of war. He bars foreigners from leaving, threatens closed frontiers, and calls for a Geneva meeting of Congolese leaders. U.N. Security Council authorizes force if needed.
President Kennedy stepped into the nation's worst airline tieup ordering labor secretary Arthur Goldberg to pursue a settlement. He summoned Flight Engineers Union head Ron Brown for a conference while White House aides said the president was not taking a personal hand. Subpoenas were issued as Pan Am officials and 42 engineers face contempt talks. Airlines canceled schedules, furloughing more than 75 000 workers as Trans World American and Eastern shut down operations.
Butler Homes of Scottsdale seeks to develop Villa Monterey on 181 acres east of Miller Road and south of Coronado Drive. The project, approved for R-5 zoning, includes an 18 hole golf course owned by the company with public play and special resident rates. Homes designed by Ralph Haver and Associates will be Spanish Colonial, adults only, with private driveways and a joint recreation area.

Gen. Robert Scott told about 300 Scottsdale Rotarians and guests at Camelback Inn Monday noon that America must fear the hysterical jitters of smaller nations more than missile threats. The retired general and author of God Is My Co Pilot stressed a strong U S Air Force and warned that smaller nations can push the wrong button with greater ease. Dr. Philip Schneider was program chairman.
Scottsdale school officials push for conversational Spanish in 15 elementary schools but require state board approval by March 8. State Superintendent W W Dick told Scottsdale Committee for Conversational Spanish that curriculum changes must have state approval and will be raised at the March meeting. tonight's Scottsdale school board session will cover hiring new teachers, a Na vajo School multipurpose building contract, Kachina bleacher contract renewal, and a Scottsdale Elks Lodge proposal near Loloma School.
St Louis Mayor Louis C. Mariani lauded Scottsdale's potential during his third winter vacation stay at the Valley Ho.
